PHP GD webp support

The version of GD provided with Plesk PHP packages does not have support for webp enabled by default. Almost all browsers now support this format.

    @Admin With "release" means "Plesk Onyx 17.9" or a regular PHP update for all 17.x?

    Please add ASAP! Two years ago only about 4.7 percent of all image traffic was .webp. Now (Feb 2019) around 28 percent of all image traffic are .webp! Please don't ignore this rapid growth.
