To be able to set specific security policy per subscription instead of server-wide.

One of my client does not like long passwords (could be any reason) and to use long passwords is irritating him, where others have no issue with this, so now the person who doesn't like it should follow this policy even he hates it and does not want at all, so if this feature exist i can set it for him, hope this makes sense.

It's a useful feature, some clients doesn't want strong password.
