FileManager ability to upload file to server by link
In filemanager we have abilities to create empty file and upload file from PC. I want to get ability to set link and upload file to server. To install some app now I should download distributive from vendor's site to my local pc, then I should upload it via FTP/FM on server. I want to upload it to server directly to save my time and nerves.
Starting from Plesk 18.0.36, it is now possible to upload files from remote servers by specifying the file URL

I see this shows as planned since May 2014 but I still do not see this as an option...Is it still in the plans?

For now you could log in via SSH and use a download tool like curl or wget.
