Change Backup Manager time format from AM/PM to 24h and vise verse
Add the possibility to change the time format in Backup Manager as AM/PM is America standard and 24h format is European standard.

Verified that the time is shown according to the language locale selected for the Plesk user surface. For example when the language "English" is selected, the time is shown as AM/PM, when the language "French" is selected, it is shown as 24h format.
