Notification with Apache status and error messages
Add a notification or a window in the Plesk panel with Apache status. When Apache is down, notification should show the reason/error message with the message why Apache is down.

Apache status can already be seen in Tools & Settings > Services Management. For details on events, the free Log Browser extension can help.
