This feature request did not become popular through the years. The usage scenario described in the comments is not plausible. Limiting by IP address does not have any advantage over limiting by mailbox, domain or subscription. We must decline this request.

I think that the feature is very important if some mailbox password is revealed. Any malware could send mail with correct user and password using forged email headers and multi-CC to trying and get around the Plesk email limits.
