Web Deploy 3.0 is available in Plesk for Windows. Please see this article how to install the component: https://docs.plesk.com/en-US/obsidian/advanced-administration-guide-win/web-deploy-30.69594/

Web deploy is supported by default in Plesk. Make sure you install the component 'webdeploy' and allow the Hosting Parameter 'Web Deploy publishing' in your Service Plan.
