Install MySQL Connector/ODBC 8.0 to support modern TLS versions and ciphers

MySQL Connector/ODBC version 8 needs to be available to Plesk users, because 5.3 is outdated, not to mention 3.51.
In MySQL Connector/ODBC, there is support for new, modern TLS versions and ciphers.

And please remove MySQL Connector/ODBC 3.51. I cannot think of any reason Plesk should rely on, or support, this version. The following runs perfectly in my setup:

c:\vevida\myodbc\8.0.21\x64\myodbc8W.dll
(a registered ODBC driver is nothing more than a registry value to a DLL file in Windows Server)
