UPD:
You can also support request for Lets Encrypt for Windows:

The intent is to help make SSL certificates ubiquitous by making them easily available to anyone.
For standard (manual or packaged) installation of apache and nginx, the command "letsencrypt" will handle the entire domain validation, certificate signing request, certificate retrieval and certificate installation process.
It will not support wildcard certificates or Extended Validity certificates.
It would be really nice to have functions added in Plesk to request and install a certificate from letsencrypt for any website with one click (instead of going through the CSR, paste cert & CA cert process).

The hole concept with Letsencrypt is to automate this, there is no mention that the service will support any manual certificate generation, it will be through the automation tool that uses the official api service.
That tool is done to be used manually from your server or integrated into other services, like Plesk for example.
If Odin isn't willing to start integration for it, I bet there will be a company in the next few months that will do an extension for it. (I'm quite interested into if I can manage some time in the following months).

Maybe there could a button per domain in backend 'get SSL Project' and you click it and the process begins to install a cert from letsencypt.

This seems to be a duplicate of "Free SSL Project Let's Encrypt" at https://plesk.uservoice.com/forums/184549-feature-suggestions/suggestions/7067777-free-ssl-project-let-s-encrypt

This is still in an early draft stage, but I feel Plesk users could greatly benefit from free and secure CA Certificates.
