Domain Forwarder: Not Available

Hi. I cannot setup a domain forwarder for an existing URL. I've followed the help section at below URL, but the "Change" link that is mentioned is not available.

    Hi.

    Thanks for your response.
    I've inherited the hosting/servers. One of the URL's has the "Change" link mentioned in the above URL. But others do not. Could this be that the URLs stem from the other in some way?
