    They don't even ask you where to install the sites.
    What makes you think that they will care to do what you ask?

    Just look at the hundreds of empty promises in this place.

    Plesk hates doing stuff unless they can charge per month.

    That's not how Fail2Ban works.

    It filters the logs looking for brute force or attack patterns.
    When it finds one, it just blocks the IP.

    You can not do that user based.
    Either educate them better or increase the limits of fail2ban.
