Plesk supports PHP7 which is comparable to HHVM performance in many tests and in some tests even outperforms HHVM. We are recommending PHP7
This suggestion will remain open for a while, to hear your additional considerations in favor of HHVM
Do you really have tested your wordpress sith HHVM have you really see that the speed increase with it? Are you sure this is an php problem and not any other speed problem?
It's really strange to obtain same result with an php5.4 and php7, if it's not an external plugin problem...

Could you explain why total subscription size is not enough? Why you would need a separate limit for mail content and web content?
UPD: reopened after new comments received
This limit will be a great feature, this also will help us....
It's some similar that I put in another post ( http://plesk.uservoice.com/forums/184549-feature-suggestions/suggestions/10582056-global-limit-space).
We can put an global space, but only mail quota is eficient to limit mailbox space, and harddisk quota for web, the "disabled suscription with overuse" option is too restrictive for this!!! any excess of traffic will disabled the subscription and service for client!
