Add the ability to limit selection of PHP handlers for customers

The idea is to be able to limit the number of available PHP handlers for selection at domain PHP settings.
This may be done at Service Plan X > Permissions.
Example: customer will be able to select only FPM server by Nginx.
This will allow the ability for more precise configuration.

This feature gets important with dedicated FPM. We want to be able to configure limits in the service plan. Settings for dedicated FPM are different from shared FPM settings.

Currently, the customer can switch between any enabled PHP version on the current Plesk server. I want to allow customers with for example 'Subscription A' only to switch between specific PHP versions and customers with 'Subscription B' on the same server to switch between some other specific PHP versions.
Example:
Server A:
Subscription A:
Switchable versions: PHP 7.3, PHP 7.4
Subscription B:
Switchable versions: PHP 5.6, PHP 7.0, PHP 7.1, PHP 7.2 -

I´d see it helpful for tapering off discontinued php versions by preventing the usage while their usage in other subscriptions can still be allowed.

Thank you Ivan for sharing this based on our support request. To be clearer of our requirement it is as follow.
For the restriction, we want to provide customer/reseller permission to change PHP version but want to restrict handler to Nginx or other handler only. Reason is customer’s script may require different PHP version but NOT the handler.
