Plesk should generate the TXT record for _acme-challenge regardless of the status of BIND
If BIND has failed/does not start during Let's Encrypt certificate renewal, so there was no TXT record for _acme-challenge generated.
Plesk should generate the TXT record regardless of the status of BIND.

This was incorrectly logged by Plesk Support as a feature request whereas it's a bug.
If a DNS syncronisation extension is used (eg Route 53), then the DNS record is replicated and not local.
However, if BIND is stopped (eg bad zone file) then the TXT record isn't attempted to be updated and therefore a bug.
