Domain blacklist
We would like customers to manage their domains themselves but limit them to a list of domains defined by the reseller/admin.
It would be great if a customer could e.g. define himself which domain (alias) should belong to which hosting package.
The problem at the moment is: If we give customer A the privileges to manage his domains, he could also add a foreign domain (NOT on the server) and configure mail accounts, e.g. *@ebay.com. The result would be that any mail another customer B who also uses our server sends to this domain could be "captured" by customer A. We consider this a security risk at the moment and thus have not activated this privilege for customers.
The drawback is that we thus have to manage all domain setting for our customers (e.g. domain alias assignment).
Idea: Add the possibility to define the set of domains a customer may use so he can only create domains or (even more important for us) assign aliases to hosting packages defined by the reseller / admin.
This function will be available in Plesk 12.0 (coming soon)

We explored the option of external delivery. Unfortunately it is core function of most mail servers to attempt local delivery first and cannot be changed easily (thought it would have been most reliable solution if available). The only mail server supporting such option was commercial SmarterMail.So we have to go with a blacklist.

Or there would be option for mailserver settings not to use localdomains for email delivery.

The blacklist in Plesk is for incoming spam, so it cannot help you today.
As a solution it can be recommended to close open relay, this will limit senders to your customers only. Currently it may break internal Plesk notifications, but starting next version we will be able to send own notications through different channel, so Plesk will be shipped with closed relay by default.
Also we will apply limits over outgoing emails. -
