In my opinion, it makes no sense to import a backup where the software only "Only the configuration of the selected objects" means that if you click the wrong button, the database data can no longer be imported.
The databases have to be deleted manually in order to then select the correct setting "Configuration and contents of the selected objects". There is no setting to "Overwrite configuration and contents".

Thank you for your update. We were not able to replicate the described behavior upon a restoration performed with the "Only configuration of the selected objects" option selected. If the issue is still ongoing on the server, it will be best to open a support request so it could be reviewed by Plesk agents. We are closing the current request as the same does not qualify as a feature request.

I'll try to explain it again:
1. Importing the database failed, only the framework (the created empty database) of the database is there, including the user of the database with password and rights.
2. An attempt to import the database again (Database -> Under Database -> Upload) overwrites the empty database and does not fill it.
I think that's a mistake.
Solution: The entire databases must be deleted directly, then the manual upload works
