Force certain group of users only (administrators or customers) to use 2FA, not all users.
Currently, when setting up 2FA, it is possible to enforce all users on server (administrators and customers) to use 2FA. The idea is to enforce the administrators to use 2FA, not customers or enforce customers instead.

We have hundreds of Plesk servers on which we would like to enforce 2FA for Resellers and Customers. However, we do not want Administrator users to be required to use 2FA, as we rely on IP whitelisting for those accounts. Configuring 2FA for each server individually would be highly impractical.
The lack of this functionality prevents us from enforcing 2FA for our customers, which poses a security concern.
