MySQL or MariaDB allows to define remote access, however it still requires changing the bind address manually via conf file

MySQL Server Remote Access.
By default remote access to the MySQL database server is disabled for security reasons. However, some time you need to provide remote access to the database server from home or a web server.cPanel have the option to easily to config such setup.
