Plesk 11.5.30 isn’t the latest any longer, Plesk 12.0 is now the latest. Custom Error Documents are located exactly at the same page – Hosting Settings (under a selected domain). This page hasn’t changed for quite a while, so I wonder what might have confused you?.
Overall per our surveys Plesk 11.5 UI has been evaluated much higher than the one of Plesk 10. So we cannot take seriously a complain about haphazardness.
What would be a specific inconvenience you experienced?

I'm using 11.5.3 which probably isn't the latest version but is newer than version 10 which I was using before. The version 11 user interface isn't as intuitive as version 10, for example trying to find where to turn custom error documents isn't logical, in 10 it's part of the hosting setup - a simple checkbox. Also, turning domains on/off isn't as intuitive. The layout just looks haphazard to me.
