I think he means a choose between the different ionCube Loader Versions and automatic creation of the necessary line in the php.ini (only for the selected Domain).
So if the User has PHP 5.6.x in use that he can automaticly activate the ionCube Loader for PHP 5.6.
But there will be a problem, because you must decide if you want to use 32 bit or 64 bit.
