Add an opportunity to change the "Period to check CPU usage" value and hardcoded 5-minutes Cgroups check
Right now, there is a possibility to set up the "Period to check CPU usage" value to 1 day, 1 hour or 5 minutes
Due to the fact that Cgroups counts the average resource consumption of a subscription each 5 minutes, it will not send a notification when the CPU-heavy task is executed very fast (because the average CPU usage for 5 minutes for the subscription will be still small even though the "Period to check CPU usage" value is set to 5 minutes)
