WordPress Toolkit should handle wp-config.php with 660
For wp-config.php, the rights with 660 are commonly recommended for security purposes. But WordPress Toolkit is not able to handle this at the moment and notifes by mail:
"Updates were not installed for the following items:
1. Instance "/httpdocs" (domain.tld): Failed to parse wp-config.php: Unknown error occurred"

Plesk uses more strict permissions than 660. In accordance with WordPress security policy: permissions for the wp-config file will be set to 600, for other files, to 644, and for directories, to 755. So, 660 for wp-config.php is not recommended.
