make the ''extensions'' button visible for customers/resellers

This feature request violates the Plesk security model. Realizing this function would mean that subscribers or resellers can strongly interfere with server security and eventually break into a server, because several extensions do not only require root access, but also enable root access or access to files outside subscriptions. As Plesk is a secure environment and this feature request only got a few votes over many years, we must decline it.

The scenario is that reseller/customer installs the desired extension and configures it according to the requirement without Plesk Admin involvement
