Yes I just recently had this issue, free space on my server was sufficient to create a backup, but when I tried to do a restore, downloading the backup file and then extracting the backup completely filled up the available space.
I was finally able to get around this by mounting an additional drive at the location /usr/local/psa/tmp/ to handle the extracted files. But it took me a few hours of research and trial/error to figure out that I couldn't mount it at /tmp where the backup file was downloaded, but had to be somewhere else... Having an option to select an alternate location for the downloaded or extracted files would have saved me hours of work...
Another option may be rather than performing a full extraction of the downloaded backup tar file, possibly only extracting the required files (in my case I was restoring a specific reseller and associated subscriptions). This would also help to reduce the amount of space used during the restore process.
