Sorry, each software shall focus on something and do what it can do the best. We decided to not go for developing billing functions in Plesk. Instead, you can take almost every major billing system and benefit from what they do the best – invoices, charges, etc. i.e. WHMCs has a very good Plesk plugin developed by us.
