Ability to disable cgi, perl etc. Serverwide including apache modules, apache config and GUI (Disable e.g. CGI-Checkbox and php-cgi)
You can disable corresponding Apache modules (mod_php, mod_perl) on ‘Tools & Settings → Apache settings’ screen.
Since Plesk 12.1 (in development) you can turn of all php cgi handlers.

No you cannot. The checkboxes remain visible to all users and users can activate/de-activate these settings when they get hosting settings permissions. The MUST have hosting settings permissions in order to decide whether they want to redirect a domain or use it as a website. They automatically get the other checkboxes with that. That's no good.
