Separate Hosting-Type setting from other hosting settings
In Plesk 12.5 users can only change the hosting type if they are also granted permissions to add CGI, Perl or other insecure options to their domain. While changing the hosting type is secure, all the other settings are insecure for the hosting company.
Users should be able to set their hosting type while they should not be able to change other hosting settings. It is very common that users change a redirect to a website and a website to a redirect. With the current mix of hosting type with other permissions it is impossible to let users choose and maintain server security. The administrators get all the workload for making the hosting type change for users.
Unfortunately, we have to close your request, because over the years it has not become quite popular for further implementation.
