Currently, additional admins can be limited only by the actions they can perform. They have either access to one subscription (when created as subscription user), or to all subscriptions on the server (when created as additional admin). That is unworkable for agencies, where you have different developers or account managers having to work on more than one subscriptions, but when you don't necessarily want to give all team members access to everything all of the time.
There is a simple solution: allow the admin to use restricted mode to select a limited set of subscriptions that different team members have access to, so that developers or account managers can access the subscriptions that are relevant to them, without having to grant the entire team access to each and every account on the server.
