I think he means something like this:
A system that keeps track what files are changed / created on the server along with the process / user who did that. Maybe even keep track of the user's variables, like his IP address.
Of course it is likely to exclude the webroot folder as it would be a huge resource drain. But in case a server gets compromised, such a system helps big time in cleaning up the server.
