This is almost correct with anyone who wants to use it with shared hosting or a hosting provider that doesn't let you use root commands. These people would not be able to.

To be fair, .NET Core sites *do* work with Plesk. You just have to go through the proper setup to add the correct Apache and Nginx directives. I just got my .NET Core 3.1 sites (which also use SignalR Core) set up on Plesk 18.0.33 running on Ubuntu 20.04, and they are working fine.

Just follow the instructions on https://docs.microsoft.com/en-us/aspnet/core/host-and-deploy/linux-apache?view=aspnetcore-3.1 and put the Apache directives found inside the <VirtualHost *:80></VirtualHost> tag in the Additional Apache Directives fields for both HTTP and HTTPS in Plesk. SignalR requires additional Nginx directives, but those can be found via Google search.
