add BROTLI support to nginx and apache

as brotli seams to be a up to 20% better comression library than gzip and used by many CDN Providers it should be possible to switch on in plesk.

    @fhsoft Most Plesk installs don't serve content straight from Apache.

    The Nginx proxy will cover the Brotli compression.

    Hopefully this doesn't take that long.

    The Plesk Update that updated nginx broke our server because of my self compiled brotli module wasn't binary compatible anymore and nginx tried loading it anyway..

    A brotli nginx module compiled by plesk would mitigate this in the future, and compiling such module wasn't that hard

    I feel like it Plesk sites are at a PageSpeed disadvantage without Brotli and with the nginx browser expiry issue

    Brotli is needed in PLESK!
