Since Plesk Onyx you will be able to install memcache as a Docker container and configure http(s) proxy rule for it to map to your web app.
Docker and proxy rules are available in Plesk Onyx Preview already, you can try it here https://talk.plesk.com/threads/plesk-onyx-preview-and-feedback.337172/

Since even the default components of Plesk Obsidian get in conflict with WAF rules, I see this as a critical feature for providing stable services. It would also help detecting brute force attacks early.

I fully agree. There seems to be a trend around the web to hide the logout. A user should permanently be aware of the login status, timeout (in case) and the duty to end the session.

I don´t see why a user, who is able to change the document root, should not be able to change the domain name. With great power comes great responsibility...
But it would be helpful for this suggestion to find more single options to make the permissions more granular; "etc." is not enough and blowing up the interface is not good for comfortable administration. -

I´d see it helpful for tapering off discontinued php versions by preventing the usage while their usage in other subscriptions can still be allowed.
