This feature has not gotten many votes during the past five years. Technically, a graceful restart of Apache is unnoticeable for the user as not service interruption occurs. Further, Apaches model loads all configuration data into memory upon start or reload. The Odin link provided in the comments does not lead to a more details explanation of the feature request. And finally, in the Nginx/Apache combination with an increasing number of users considering Nginx-only hosting a change in the Apache worker process won't be sufficient.
Please provide a sound explanation why a graceful restart of web servers is insufficient for adding or modifying web server configuration.

CloudFlare makes hoster go partner with them and offer (even free) use of Railgun, that will speeds up CDN by not using HTTP for the connection between You and CDN...

An error occurred while saving the comment H50K commentedHey there, i do use the CloudFlare ServerShield extension; but it dose not use all of the possibilitys and power Cloudflare offers even for free!
I miss the following features (cpanle can do some ;-)
Install Railgun package, setup port and ip + api key and include Cloudflare's IP's for that Port into the Firewall. (very easy even by hand)
Than to get the correct Client IP Apache (+ NGINX) mod_cloudflare (also very small config and easy)
And at least full dns via cloudflare (noit possible without api-calls; this is a clewar plus for cpanel)
