It filters the logs looking for brute force or attack patterns.
When it finds one, it just blocks the IP.You can not do that user based.
Either educate them better or increase the limits of fail2ban. -

Thank you for your input. We will consider this functionality in upcoming releases. Note that Plesk supports multiple mail servers and if we are going to add this feature, it’s possible that it won’t be available for all supported mail servers at once

Since Plesk Onyx you will be able to install memcache as a Docker container and configure http(s) proxy rule for it to map to your web app.

They don't even ask you where to install the sites.
What makes you think that they will care to do what you ask?
Just look at the hundreds of empty promises in this place.
Plesk hates doing stuff unless they can charge per month.
